20 years ago, David and Margie Peña followed the Lord’s calling to found Texas Reach Out Ministries. TROM was designed to provide housing, community, assistance, and spiritual guidance to the formerly incarcerated. We are committed to continuing carrying out God’s calling for Texas Reach out and honoring David’s legacy. As part of our commitment, we are pleased to announce the addition of two new staff members to the TROM team. Please help us welcome Dale Brown, Interim Executive Director, and William Payne, Chief Maintenance Officer!
Texas Reach Out Ministries is pleased to announce that Dale Brown has accepted the position of Interim Executive Director for TROM. He will be involved in the spiritual leadership of the Ministry as well as administrative duties and fundraising activities. We welcome Dale and look forward to his leadership and spiritual guidance.

My goal is to shepherd the great work God has been doing through Texas Reach Out and David and Margie’s vision for providing the optimal opportunities for inmates coming out of prison to grow in their walk with Jesus and effectively re-enter society.”

Chief Maintenance Officer
Texas Reach Out Ministries announces the hiring of William Payne, an ordained minister, as the Chief Maintenance Officer. Payne was previously a resident of the Ministry during 2016 and 2017, and he will work closely with residents to counsel them and help them gain the life skills necessary to successfully re-enter society.
William served as a House Manager during his residence at TROM. He is dedicated to creating and maintaining a drug-free Christian environment where residents can rebuild their lives, graduate successfully from Texas Reach Out, and continue living a productive life in Christ Jesus.
