WIlliam Payne, director of men’s services

William Payne is an ordained minister, and graduate of Calvary Theological Seminary. William is also a successful graduate of TROM and served as a House Leader. David Pena, founder of TROM, mentored and trained William to assist David in managing the TROM men’s program. William was hired as the Men’s Program Manager in 2020.

Because of his understanding of the ministry as a successful former TROM resident and love for the TROM residents, William disciples the men on a daily basis by helping each man establish specific Christian faith-based goals and a plan to empower them to ultimately transition out of the TROM program into a successful life as a committed follower of Jesus Christ and a contributing member of society.

William also has years of experience in foreign and local mission work, served in church pastoral positions, maintains close working relationships with local churches, other Christian ministries and government agencies in order to provide workshops and training for the residents. William also oversees the maintenance of all TROM homes, ensuring a clean, safe, comfortable home for all residents.

Texas Reach Out is blessed to be led and supported by a diverse and talented set of Godly people who voluntarily serve on our Board of Directors. Collectively, they possess a heart for Christ and are equipped with decades of experience growing disciples, managing successful organizations, and pouring themselves out for others. Our Board prayerfully develops and refines our strategic direction and ensures we have the resources needed to accomplish what God is asking us to do.

 
 
 

Nelson Mann, ChairMan of the Board

Nelson Mann, FACHE, senior partner in WittKieffer’s healthcare practice, has over 30 years of experience in healthcare executive recruiting. He is currently the Chairman of the Board of Directors for Texas Reach Out Ministries and has served on the board for nearly 20 years. He originally became involved after meeting founder David Peña and helped create a Christian employer network to help ex-offenders obtain jobs. He earned a BBA in Marketing from Texas Christian University and an MBA from University of Texas at Austin. He is a member of Covenant Presbyterian Church where he has served as a deacon. He and his wife Laurie have three grown children and three grandchildren.

 
 
 

David Castano, President

David Castano has served on the Board of Directors since 2017 and leads a precepts Bible study at the Joshua House. He is a member of Austin Ridge Bible Church and leads a precepts bible study class, volunteers for Bill Glass Behind the Walls, and Volunteer Legal Services of Central Texas. David is married to Cynthia Castano, and they have two grown daughters. He earned a Doctor of Jurisprudence from the University of Texas at Austin and a Bachelor’s degree from the University of Houston. During his career he has represented large financial institutions including banks, insurance and reinsurance companies with respect to capital markets transactions and other institutional financial products and services. His passion is the study, application, teaching, and sharing of the Word of God so that everyone may be “transformed by the renewal of your mind, that by testing you may discern what is the will of God, what is good and acceptable and perfect.” Romans 12:2

 
 
 

Kay Scheffelin, Secretary

Kay Scheffelin has worked with the international Christian ministry, Cru (Campus Crusade for Christ) for 44 years and has held various roles including field rep, national team representative, Director of New Staff training and also Field Supervisor for many years. For the past 15 years she has been a local team leader in Austin. Kay has been on the TROM Board of Directors since 2011 and has served as Secretary of the Board since 2016. Kay enjoys reading and is in two book clubs. She is also an avid “birder” and tries to combine her travels and vacations with birding in various parts of the US and Central America.

 
 
 

Robert Payne, Treasurer

Robert Payne is currently serving as a Board member for Texas Reach Out. Robert is a licensed Architect, Interior Designer, is ordained by the Southern Baptist Church and holds a Master’s Degree in Architecture from Texas A&M University. Over the last twenty years he has dedicated his life to service  as an officer and board member on several nonprofit organizations. His areas of service have been with children and adults. In addition to Texas Reach Out, Robert is still involved with Twin City Missions, Coalition Against Domestic Violence, the Community Partner Board, and Voices for Children. As a successful business owner for nearly 30 years, he brings management and organizational skills to the board. Robert has been married for over 50 years and brings family and Christian values to share with the residents. Having several family members who have gone through the prison systems and addiction recovery, he is experienced and sensitive to the needs of the individuals. Robert related to each individual with love and most importantly respect.

 
 
 

Cynthia Castano, Director

Cindy began volunteering at Texas Reach Out in September 2014 serving as a Bible study leader, and she joined the Board of Directors in 2016. Cindy has also served as part of the Application Review Committee and started the monthly birthday celebrations for the women. She is forever grateful to Margie and David for the opportunity to serve the Lord in such an impactful ministry. Professionally, Cindy has worked in the insurance industry. She is currently self-employed as a property manager and co-owns/runs a pet-focused company with her eldest daughter. Cindy’s family moved to Houston, TX in 1984; after marrying her husband David in 2005 and spending 7 years in Chicago, they moved back to Texas in 2012. They have two grown daughters, Shanda and Gabi, who live in San Antonio and Houston. David and Cindy attend Austin Ridge Bible Church where they enjoy Bible study and are part of a life group.

 
 
 

Audrey Arceneaux, Director

Audrey Arceneaux is full of tenacity, holding firm, being rooted, and grounded in the Word of God. She truly walked in ‘the fear’ (reverence) of the Lord; striving to please Him always. She is a leader by nature and in 2003 she graciously accepted her call in the ministry. She serves alongside her husband Donald, as the Administrative Pastor of Eagle Servant Ministries since 2015. Audrey has served in several offices and roles in ministry. She is called to minister to women who have or are struggling emotionally due to certain situations that may have occurred in their life. She complements this calling by serving once a month as a volunteer Bible Study teacher for Texas Reach Out Ministries (TROM). Audrey joined the Board of Directors in January 2022 and serves on several subcommittees. Wherever God calls her to be, it is to help in the spiritual growth, the maturity, and the discipleship of other believers in the Body of Christ and especially to be a witness to those who do not know Jesus Christ as their personal Lord and Savior.

 
 
 

Brad Farr, Director

Brad Farr started Water Damage Restoration of Austin in 2012 and, along with two partners, Water Damage & Roofing, Inc. in 2017. He is passionate about prison ministry and has been involved with faith-based recovery and 12-step programs. In 2022, Brad began volunteering at Texas Reach Out as a Bible study teacher and fell in love with Texas Reach Out’s mission. He joined the Board of Directors in August 2022. Brad and his wife Crystal have four children and attend Christian Life Austin.

 
 
 

Al Hill, Director

Al Hill is the president of Hillcrest Development, Inc. He graduated from Northern Illinois University in 1971 with a degree in Marketing. After graduation he began a construction company that he still has today. Al became a Christian in 1979 and has been on a trip of sanctification ever since. He has been on four different church boards and was on the board of Faith Christian School in Illinois. Personally, Al is married to Karin and they have two children, Caleb and Kristi. As a family they attend Heritage Baptist Church. Al enjoys flying his airplane both for recreation and business travel as well as playing golf in his spare time. Al also volunteers for the God of Hope prison ministry as a Bible study teacher, and he joined the board of Texas Reach Out in 2023.
